Featured Candidate - Roma Skinner

Constable R.L. Skinner is the senior Republican elected official in Dallas County and has held his office since he was elected in 1984. He is currently the sitting Constable in Precinct 4, located on the western side of Dallas County, with more than half a million population contained in all or a portion of nine cities, from Coppell to the north to Ovilla to the south, as well as areas of unincorporated Dallas County.

Currently, Constable Skinner is responsible for the arrest of criminal violators, strong enforcement of drug laws, security of the Justice Courts in his district, seizure and sale of property pursuant to Texas laws, and vehicle emissions enforcement. He spearheaded the Dallas County clean air program, removing cars that pollute the air from our highways, which program has now become a statewide model.

Not content with the status quo, Constable Skinner has helped draft numerous pieces of legislation aimed at keeping criminals off the streets and making our state a safer place to raise our families, and has traveled to Austin on many occasions to testify on these needed changes during legislative sessions. Many of his suggested changes are now law.

His strong law enforcement programs include identifying foreign nationals who have committed felony crimes in Dallas County, and coordinating with federal authorities to remove said individuals from our community.

Deeply concerned about the safety of our citizens, Constable Skinner has been in the forefront of instituting cutting-edge programs to fight crime in Dallas County, such as a confidential notification program to notify persons who are the victims of violent felonies of Parole Board hearings and to protest the early release of these violent felons by the Parole Board.

Certified as a Master Peace Officer and licensed to teach law enforcement, he is a frequent and popular speaker on topics within his areas of expertise, as well as political issues to students, educators, and civic and professional groups.

The Constable has long been an active, conservative leader in local and statewide GOP politics, and has been a delegate to all the State Conventions since he was elected, has served as the President of the Grand Prairie Republican Club, and has helped dozens of congressional, senatorial, and local Republican candidates with their campaigns.

An avid pilot, Constable Skinner operates vintage piston and jet warbirds and is one of the founders and directors of the Cold War Air Museum in Lancaster, Texas.
